Rio de Janeiro’s Mayor Bans Chappell Roan from Performing at Music Festival

Chappell Roan won’t be welcome to play Rio de Janeiro’s massive Todo Mundo no Rio
festival, according to the city’s mayor, Eduardo Cavaliere, following allegations that a member of her security team mistreated Italian soccer star Jorginho Frello’s 11-year-old stepdaughter. At least, not while Cavaliere is in office.

Cavaliere made the declaration on social media while addressing allegations that Roan’s security guard had been rude and offensive to Frello’s stepdaughter ahead of the singer’s performance at Lollapalooza Brasil in São Paulo. Reposting a screenshot of the soccer star’s statement about the situation, Cavaliere wrote, “I mean that as long as I’m in charge of our city — this young lady @ChappellRoan will never perform at Todo Mundo no Rio! I doubt that Shakira @shakira @Shakira_Brasil would do that!”

Cavaliere then extended an invitation to Frello’s daughter to be the “guest of honor” in May when Shakira headlines Todo Mundo no Rio this year. The soccer star reacted to the message by posting heart emojis in agreement.

Frello originally called out Roan over the incident in a lengthy Instagram Stories on Saturday, in which he detailed what allegedly happened after his wife and his stepdaughter spotted the singer at a hotel “My wife is in São Paulo for (Lollapalooza). This morning, my daughter woke up incredibly excited; she even made a sign because she was so happy to see an artist she really admires, or used to admire,” he wrote.

“By coincidence, they’re staying at the same hotel as this artist,” continued Frello after tagging Roan. “My daughter, like any child, recognized her, got excited, and just wanted to make sure it was really her.”

Frello explained that after his stepdaughter smiled at Roan, a security guard working for the singer allegedly got aggressive with her and his wife and announced that he planned to file a complaint with the hotel. “It’s sad to see this kind of treatment coming from those who should understand the importance of fans,” wrote the soccer star. “At the end of the day, they are the ones who build all of this. I sincerely hope this serves as a moment of reflection. No one should have to go through this, especially not a child.”

Roan, who previously spoke out about fan boundaries in 2024, has since addressed the incident on social media.  In a brief clip, she claimed the security guard wasn’t a member of her personal team and that she “didn’t even see a woman and a child.” “I did not ask the security guard to go up and talk to this mother and child,” she said. “It’s unfair for security to just assume someone doesn’t have good intentions.”

Todo Mundo no Rio, a free concert that takes place on Copacabana Beach, began in 2024 with a headlining performance from Madonna that drew 1.6 million people. Last year, Lady Gaga performed at the immensely popular event to an audience of 2.5 million people.
